Abstract
Given the spread of cognitive warfare threats and their impact on national security, the use of new diplomatic tools, especially sports diplomacy, as an effective strategy to counter these threats at the international level has gained increasing importance. Sports diplomacy, as an indirect tool, can help strengthen relations between countries, reduce tensions, and promote multilateral cooperation at the global level. This article examines the legal capacities for countering cognitive warfare threats through sports diplomacy and the role that this diplomacy can play in strengthening national security. In this regard, the feasibility of Tehran's sister city relationship with the cities of the Arab Gulf countries, especially within the framework of BRICS and Shanghai Cooperation Organization cooperation, is examined. The present study seeks to identify and analyze the role of sports diplomacy in strengthening regional solidarity, improving political and social relations, reducing external threats, and countering cognitive warfare. This article also discusses the importance of sound sports policymaking, sports governance, and sports event management as tools to strengthen diplomacy and counter security threats. The conclusion of this research shows that international sports cooperation can effectively play a role in strengthening national security and creating a suitable platform for reducing the effects of cognitive warfare at the regional and global levels.
